OSI/EA uses map diffs for many things... mostly for fixing issues with the landscape between major releases. In the 7 client, they used it extensively to recreate magincia island after it was blown to pieces in one of their big ongoing campaigns.

If you turn it on, you get their changes, if you turn it off you don't... but unless your players and your server have the identical mul/uop files turning it on or off is going to cause issues of one kind or another. some people get stuck, other wont, some people will have glass walls and see things that others don't etc.
