The only way I can see you doing this is by hooking packets, when first registering wether a character is in distance to load into the player's client. This can be done, very risky though since it will expose many flaws into your client. But if you take the time to write it out and test it thouroughly you'll get it down right. Then again, sphere has this already built in, and is it possible to completely overwrite the packet handling for it? Not sure, take a look!
