How can active this with Sendpacket

I'm using Delphi 7. Have a God Mode with Game master allow the authorities to act without becoming CAught up in the game.

And allow it to move quickly in the game that looks like speed.

I Try this with Sendpacket like that

[function f_godmode]
sendpacket 02b b1

Anyone can explain me how can doing this with Sphere Community.
