Although, I do remember some reason a server will not boot: 1. AGREE=1 was not set in sphere.ini 2. Corrupt /save/ files, be sure to have the files created and with an [eof] marker so sphere can read the files properly 3. Can not bind to you IP address, this happens because of firewall/router issues 4. Missing .dll of some sort or a specific system file such as sphere.ini or spherecrypt.ini 5. Missing a correct path to your .mul files, be sure to have sphere.ini modified correctly for these There are a few more I left out but I'm pretty sure sphere tosses a descriptive error about it.
