RE: an entire 'section' for requests?
And it's the long assed threads that get in the way of seeing the requests...

IMO a "section" devoted to feature requests would devolve into either:

a. People calling ideas stupid or poking holes in suggestions e.t.c..

b. People saying what a good idea that is, aren't you clever blah blah blah

You complain that the features request thread which we have (and that I have previously questioned as it does split suggestions between the forums and the bug tracker) as being too long and things getting lost, yet it is the community that makes it long with all the arguing over ways to do things e.t.c..

Personally when I make feature requests I use the Bug Tracker (*cough* listserver *cough*) because it's concise people CAN comment on it and the overall issue doesn't get lost in pages an pages of posts.

Just my 2 cents
