War mode Delay
I can not understand how the war mode delay works, I can not enter combat with tab or pressing the button in the paperdool

I think you have a corrupted ultima online installation. I recommend that you reinstall it on a clean installation or copy the entire installation to a clean version. It depends what you use.

On latest build now there's an delay to prevent clients flood warmode requests

It's the same protection used on OSI, but OSI uses an weird delay (only allow 1 request per second) and sphere allow 1 request per tenth of sec (100ms). So you still able to use warmode macros and press tab to toggle warmode as always, but you just need to wait some few miliseconds between each request
