MOREY is the same as the char skill. If the scroll have MOREY=50.0 set, it's the same thing that cast this spell on a char with 50.0 magery

I can't remember exactly, but scrolls have random MOREY by default (set by @Create on scripts), or if crafted by players it will be created with the same MOREY of the player skill (eg: a player with 30.0 Inscription will craft scrolls with MOREY=30.0)
