yea, COMBAT_ALLOWHITFROMSHIP is enabled
after some tests I here, found that the "problem" is not really on water tiles, because if I put 2 chars directly on the water they have LOS to each other and can cast spells without problems. So probably the LOS is being blocked by the ship multi, not by the water
