Did you enable the Option-Flags for Files in sphere.ini?

OptionFlags=080|.....

and i think this should work :

on=0
FILE.MODE.APPEND
FILE.MODE.SETDEFAULT
Local.File = <FILE.OPEN cadastros.scp>

FILE.WRITELINE " "
FILE.WRITELINE Conta=<src.account>
