Try to manually use clear_pvp_tags (with event pvp and tag set) it should work 100% of time.
The problem can be related to the OBJ not referencing a valid character UID, also add some debug messages with serv.log <obj.name> (messages will appear in the sphere console) in the @timer trigger to see if the uid are corrects
It's actually deprecated to use OBJ, better use REFx (x can be 1,2,3 and so on).

Did the bug happens to both characters ?
