What is the highest classic client patch level that works with 56b and/or c?

I don't remember exactly, but I think 56b only have support to ML clients < 6.0.0.0, and 56c/56d have support to all clients (including the latest TOL client 7.0.52.2 released on aug/2016)
56d also have some misc improvements related to clients (eg: automatically set best account resdisp based on client version being used, only show some tooltips / context menus if the client support it, etc). It also have support for enhanced clients, which is not fully supported yet but can be used without problems if you don't care about some few usability issues (eg: vendor buy gump not showing items to buy and spellbook gump sometimes crashing after close it)
