Hi does anyone know where to get new spell graphics or its new client ?

I am sure it's the animation of the "call lightning" spell from Baldur's Gate/Icewind dale game series

true...but there is something different...seems the client is able to play the particle effect or a better transparency...i used to play with that lightning...there is no normal way to do that effect...and also the flamestrike has transparency like the client is using particle effects (like fluorescence) http://fluorescence-client.org/particle-effects-demo-video/

What you are talking about is nothing but IRIS2 , I suppose, which is open source free ultima online both 2D-3D client project Smile

Florence is actually need too much development on it, it is incapable of playing ultima online as most of the packets are not set in client. However, you can try on IRIS2 whose development is on Delphi and C++.

The real question is, is it possible to get that client running with modern features? (It's open source, so technically the answer is yes, but it's a tad dusty)
