We have the 'yell' command used as a 'World Chat' so all players can use it.
There is a .chat command to disabled it if you dont want to read it.
.mute X will mute a player from it for X hours.
It's simple enough, just override the Yell scripts. Would let you have the code, but I'd need to put it all out of the messy scripts we have, and would likely miss a bit, but I can try if none of the above suit your needs.

Similar to the basic one I put up, except using it is completely elective, if you don't have it turned on you won't hear it at all
