Normally you'd buy the deed from a shipwright, I don't know if OSI has a ship crafting system or not, I see some private servers do have it. Honestly it wouldn't be difficult to add the RESOURCES and SKILLMAKE to a deed and require the player to need to meet those prerequisites in order to craft a vessel using the standard crafting system and preexisting skills.
