on creation no matter what town players press they are placed in random towns and with random skills

check your [START] section in sphere_map_points0.scp
As for the skills, are you picking a particular class or are you using the advanced option when creating a character?

every one gets sent to minic 2477,407,15,0 and that is not
even the destination on the map_points0.scp have no clue
whats going on.

ur prolly using scripts you found somewhere or were given to you and the start section is loading from another file, there is really no way for us to know whats going on unless we know what all scripts you have installed, certainly not default scripts tho.
