Look at sphere.ini this line:

// Allow manual sector light override?
//AllowLightOverride=1

And make sure AllowLightOverride=1 line is uncommented. Remove //, and restart the server to test it.

But I've seen that there are only 15 minutes of differences from one side of the map to the other. So it isn't useful for me.

I'm a little scared by this:
